TexasTowelie's JournalState officials estimating Louisiana ended latest fiscal year in the red
Gov. Bobby Jindal’s administration is quietly notifying legislative leaders that Louisiana closed the books on the last budget year with a deficit, but the administration isn’t saying publicly how deep the problem is.
The announcement of the deficit’s size is expected in mid-October, when details are due to the Legislature’s joint budget committee.
State Treasurer John Kennedy estimates the gap exceeds $100 million.
House Speaker Chuck Kleckley and House Appropriations Committee Chairman Jim Fannin said Wednesday they’ve been told by administration officials that the state ended the 2014-15 fiscal year on June 30 in the red.

Boil water advisory issued for east bank of New Orleans
A precautionary boil water advisory was issued Wednesday (Sept. 23) night for the east bank of New Orleans after a power surge at the Carrollton Water Plant.
Sewerage and Water Board spokesman Robert Jackson said the surge happened sometime between 8:32 p.m. and 8:40 p.m. They issued the boil water advisory "out of an abundance of caution."
The Sewerage and Water Board has advised residents to avoid drinking, making ice, brushing teeth and preparing food with tap water until the advisory has been lifted. The S&WB said it was collecting water samples and that test results take 24 hours once all samples are collected.
The advisory is in effect until further notice.

John Jay High School football players suspended for referee attack
SAN ANTONIO — The two Jay football players who attacked an official were sentenced to 75 days in alternative school, according to their attorney.
Senior Michael Moreno and sophomore Victor Rojas will be eligible to return to Jay on Jan. 15, according to their attorney, Jesse Hernandez. Hernandez said the time the students have already spent in alternative school will count toward the sentence.
Jay assistant coach Mack Breed admitted to directing two football players to attack an official during a game, according to an internal district statement.
In a statement signed by Jay principal Robert Harris, Breed met with Harris the night after sophomore Victor Rojas, 15, and senior Michael Moreno, 17, tackled and speared umpire Robert Watts at the end of Jay’s nondistrict game at Marble Falls.

Manziel calls Browns' switch back to McCown 'disappointing'
BEREA, Ohio (AP) — Johnny Manziel stood by waiting for Josh McCown to finish his interview session before it was his turn to address the Browns' decision to change quarterbacks.
Manziel won't make his second straight start on Sunday, and his return to a backup role behind McCown stung deeply.
He's on hold again.
"It's obviously disappointing," Manziel said Wednesday. "I'm not going to sit here and say that I love the decision."
McCown was cleared from the NFL's concussion protocol Wednesday after missing one game and will start this week against Oakland, moving back ahead of Manziel, who threw two touchdown passes and led the Browns to a 28-14 win over Tennessee.

Southern Methodist University reaches $1 billion fundraising goal
DALLAS -- Southern Methodist University, which opened 100 years ago on a plot of North Texas prairie land, has raised $1 billion to support new programs and projects in its second century.
The Second Century Campaign is the largest in the private university’s history. The money will be used for the school’s endowment, scholarships, academic positions and campus construction.
It puts SMU among 35 private universities across the country that have raised $1 billion or more through major gift campaigns. They include Columbia University, the University of Notre Dame and Vanderbilt University.
University President R. Gerald Turner will formally announce the milestone on Thursday as part of a kickoff to SMU’s homecoming weekend. The fundraising campaign will continue until the end of the year.

Poll of Texas Democratic Voters: Clinton 53%, Sanders 21% and Biden 14%
Joe Biden would have his work cut out for him in Texas, should he decide to enter the race for the Democratic nomination for president, according to a new poll released Wednesday.
Just 14 percent of likely Texas Democratic voters favor the vice president, compared with 21 percent for Bernie Sanders and 53 percent for Hillary Clinton, according to a survey by Crosswind Media and Public Relations.
By comparison, Biden, who is still considering a bid, is the top choice for a quarter of registered Democrats nationally, with Clinton preferred by a third of Democrats, according to a Bloomberg Politics poll released Wednesday.
Nearly a half of Democrats in the Bloomberg poll said Biden should run. And Biden has a higher favorability rating than Clinton among men and women, according to the survey 0f 1,001 adults conducted Sept. 18-21.

Injured After Work Meeting, Amputee Fights Claim Denial
ROUND ROCK — After spending most of her professional career handling insurance claims and managing personnel issues for employers, 73-year-old Jane Hays got to learn the ins and outs of the Texas workers’ compensation system.
Never did she imagine she’d one day make a work injury claim herself.
Never in her wildest dreams did she see herself fighting a denial.
But when she had a head-on collision on her way home to Temple from a work meeting outside Houston this summer, Hays’ world was literally and figuratively turned upside down. After her Jeep Grand Cherokee flipped and came to a stop roof-side down on State Highway 105 near Navasota, she was stuck for 45 minutes, her legs trapped under her car’s crushed front end, before first responders could cut her out.

San Antonio Police: Teen dies after being shot in the head at birthday party
SAN ANTONIO — A teen died Wednesday morning after being shot in the head at a birthday party on the West Side.
San Antonio Police Department Sgt. Javier Salazar said officers we're called to an apartment complex at South Hamilton and Ceralvo Streets around 11 a.m.
When they arrived, police found a 16-year-old male dead inside.
Salazar said the shooter and victim were among at least four or five guests at a birthday celebration at the apartment, during which they began to play with a gun.
