WASHINGTON The Department of Education is scaling back investigations into civil rights violations at the nations public schools and universities, easing off mandates imposed by the Obama administration that the new leadership says have bogged down the agency.
According to an internal memo issued by Candice E. Jackson, the acting head of the departments office for civil rights, requirements that investigators broaden their inquiries to identify systemic issues and whole classes of victims will be scaled back. Also, regional offices will no longer be required to alert department officials in Washington of all highly sensitive complaints on issues such as the disproportionate disciplining of minority students and the mishandling of sexual assaults on college campuses.

The Wisconsin Assembly votes Wednesday on whether to call for a convention to change the U.S. Constitution. While that in itself is surprising the American people have never exercised their legally enshrined right to convene a new Constitutional convention whats more surprising is that pro-business groups with ties to the Koch brothers have pushed for similar legislation in more than 30 states, and theyve been remarkably successful: A dozen states have passed bills calling for a convention that would produce an altered Constitution that would likely limit federal spending and power.

Issue: The American Health Care Act (AHCA), passed by the U.S. House of Representatives, would repeal and replace the Affordable Care Act. The Congressional Budget Office indicates that the AHCA could increase the number of uninsured by 23 million by 2026.
Goal: To determine the consequences of the AHCA on employment and economic activity in every state.
Methods: We compute changes in federal spending and revenue from 2018 to 2026 for each state and use the PI+ model to project the effects on states employment and economies.
Findings and Conclusions: The AHCA would raise employment and economic activity at first, but lower them in the long run. It initially raises the federal deficit when taxes are repealed, leading to 864,000 more jobs in 2018. In later years, reductions in support for health insurance cause negative economic effects. By 2026, 924,000 jobs would be lost, gross state products would be $93 billion lower, and business output would be $148 billion less. About three-quarters of jobs lost (725,000) would be in the health care sector. States which expanded Medicaid would experience faster and deeper economic losses.

Senate Republicans are deliberately crafting legislation in complete secret. And its not just any legislation. This is a sprawling social policy bill that would directly impact the welfare of tens of millions of Americans.
The bill represents the hallmark legislative promise that the Republican Party has been making for seven years: to repeal and replace Obamacare. For Republicans, its arguably their most important piece of lawmaking this century.
Spooked by the prospect of mass public resistance to the legislation, Republicans are strategically keeping it under wraps from the press and the public so they dont know exactly whats being planned. Secretary of Education Betsy DeVos and her department have pushed for an expansion of privatized school choice programs in the proposed budget for fiscal year 2018, particularly in the form of private school vouchers. Now a propagandistic three-part documentary series called School Inc. will help DeVos in her efforts to gain public support for expanded private school choice options. The series has already aired on PBS stations in some markets and will be shown on more this month.
