Technical preparations for signing the Association Agreement
with Ukraine finalised

The Council today finalised technical preparations for the signature of the EU-Ukraine Association Agreement. It is intended to deepen Ukraine's political association and economic integration with the EU and to establish a deep and comprehensive free trade area. The political provisions of the agreement were signed on 21 March.

The Council today adopted the legal acts empowering the EU to sign those parts of the agreement that have not yet been signed. It also endorsed provisional application of parts of the agreement, since ratification by all 28 EU member states is a long process. This includes the provisions on free trade, which are foreseen to be provisionally applied as of this autumn after the ratification by the Ukrainian parliament.

The text will be signed in the margins of the European Council on 27 June. European Council President Herman Van Rompuy, Commission President José Manuel Barroso and all EU Heads of State or Government will sign on behalf of the EU and its member states.

Sending Russian Troops into Ukraine Could Lead to World War, Former Soviet Defense Minister Says

Staunton, June 21 – If any more evidence were needed to prove that Vladimir Putin is far more reckless and aggressive than his predecessors at the end of Soviet times, it has been provided by Dmitry Yazov, who served as Soviet defense minister from May 1987 until being dismissed for his participation in the August 1991 coup against Mikhail Gorbachev.

Speaking to officers in Moscow this week, Yazov, who is the last living Soviet marshal and who himself oversaw the use of Soviet forces in various republics, said that the dispatch of Russian military units to Ukraine now would show that decisions were being taken without adequate reflection and “could lead to a third world war”.

After he was granted an amnesty by the Duma in 1994, Yazov has been a frequent participant in veterans organizations as well as an honored guest in Victory Day parades. Thus, he is not a marginal figure but someone who retains significant influence among Russian military officers, many of whom began their careers under his leadership.

Yazov’s comment suggests that there are probably many in the Russian chain of command who have grave doubts about the new kind of war Putin has been waging in Ukraine and the risks that would be associated with sending units of Russian troops across the Russian-Ukrainian border.

Lithuanian President Likens Putin to Stalin and Hitler

Source: Moscow Times

Lithuania's president has likened the tactics of Russian President Vladimir Putin to those employed by Soviet leader Josef Stalin and Nazi leader Adolf Hitler, and said in a magazine interview that Moscow was trying to persuade Baltic states to leave NATO in exchange for cheaper oil or gas.

Former U.S. Secretary of State Hillary Clinton said in March that Putin's incursion into Crimea was akin to moves Hitler made in the years before the Second World War, though she said the following day that she was not making a comparison.

Asked whether such comparisons to Hitler or Stalin went too far, Lithuanian President Dalia Grybauskaite told German news magazine Focus on Sunday that "[Putin] uses nationality as a pretext to conquer territory with military means. That's exactly what Stalin and Hitler did. Such comparisons are spot on."

"Putin has a missionary vision to defend the eastern hemisphere. He has in mind a Russia like that of the time of Catherine the Great. His character has developed strangely," she said.

MORE on this:

Putin is afraid of any real opposition – just like he was afraid of Pussy Riot

...But two days later, their homes were searched and authorities promptly charged the two men with fraud in connection to opposition leader Alexei Navalny's 2013 mayoral campaign. If convicted, the two may face up to 10 years in prison – but, until then, they can still be elected. Yankauskas, like Navalny, remains under house arrest and is denied communication with the outside world: he's not allowed any phone calls or even an internet connection. Lyaskin was released pending trial on the condition that he does not leave Russia.

The Moscow elections mean more to us than just any regional elections: they are the last chance in the foreseeable future to legally affect the national political agenda. The next federal elections (to the national Duma) are not until 2016, and without some opposition voice in the government – or barring a miracle – we will be doomed to the political monopoly of Putin and his friends.

Now, with less than 100 days before the Moscow City elections, the campaigns of the most powerful candidates have been undercut by criminal prosecutions. Lyaskin, however, says that the situation "just makes more work for us (and to reduce our efforts now will just not work)". Lyaskin, Yankauskas and the third person involved in the case, Vladimir Ashurkov (who is considered to be at large), face charges that they stole $300,000 in online donations from Navalny supporters online during his 2013 mayoral election campaign. But neither Navalny nor the 16,000 people who donated to his campaign consider themselves victims.

Navalny, for his part, said, "[The authorities] decided to punish [Lyaskin, Yankauskas and Ashurkov] for what we all demonstrated together: that you can finance a large campaign, relying on the people, not the Kremlin oligarchs or black money." Investigating authorities are now questioning all of Navalny's donors – Are you aware of the political activity of Navalny? Did you participate in it, and if so, under what circumstances? – trying to find someone who considers himself a victim of this supposed scheme. But these people are not the victims.

Terrorists revenge themselves on township who threw them out

News of Donbas reports that terrorists, otherwise known as Kremlin-backed militants, have carried out a punitive operation in the township Shabelkivka [Donetsk oblast] after around 200 residents drove them out and dismantled their checkpoint.

The militants returned with reinforcements from among the Russian mercenaries and with their assistance broke up a second rally of members of the township. The militants shot in the air and abducted two brothers, Alexei and Roman Khokhotva whom they consider responsible for the checkpoint having been dismantled.

The residents had earlier asked the militants from the self-proclaimed Donetsk People’s Republic to leave Shabelkivka and to take down their checkpoints. When the militants refused, around 200 residents made their way unarmed to the checkpoint, dismantled it, and drove away the militants.

Rebirth of totalitarianism has increasing # of Russians fleeing to Ukraine...

...The Rebirth of totalitarianism has increasing # of Russians fleeing to Ukraine which they see as freer version of Russia.

There is now a Bill on a simplified procedure for obtaining citizenship of Ukraine by the Russians, who renounce citizenship of the Russian Federation in protest against Russia's invasion and annexation of the Crimea to Ukraine. For such people are invited to fulfill a number of requirements: residence in the territory of Ukraine for a specified period, knowledge of the state language, etc. Now the bill close to completion.

The number of Russians who are going to get Ukrainian citizenship for political reasons, is growing. One of them - the founder of the agency "New Region" Alexander Schetinin. "New Region", who appeared in 1997,became one of the most popular information headings. :

"For many years I am a categorical opponent of the current fascist dictatorship in Russia. Putin - my personal enemy. I have always believed that we can win against the dictatorship, and Russia will be free", - says Alexander Schetinin. During the Ukrainian revolution, the pressure in Moscow began to grow : threats and bribery, trying to achieve ideological control over the resources. I am pleased to see this exodus of Russian with creative future, thoughtful people, assets. And this will be the result even what was in the civil war and after the revolution, when people went into exile in Paris, Shanghai, Istanbul, but they would always return when Russia, the Soviet Union would be free."

"I think that Ukraine should help Russian citizens who want Ukraine to become their new home. I know that for a long time to resolve issues with political asylum."

UNHCR, the United Nations' refugee agency, estimates that there are currently more than 17,500 internally displaced people (IDPs) in Ukraine.

About 11,000 of these are former Crimea residents who fled the peninsula after its annexation by Russia in March. The rest are eastern Ukrainians forced out of their homes by the separatist conflict.

Ukraine learns how to defend itself

“If he’d had one, he wouldn’t have been hurt so bad,” said Yuri Biryukov, 39, who relies on his employees to run his chain of travel agencies while he raises money to buy the basics of modern warfare, including the goggles and sniper rifles that he delivers in sometimes harrowing trips to the front line. “I need to get 40,000 euros by tomorrow to buy helmets, and I don’t have it.” Ultimately, he raised more than double the $54,000 he sought when he posted the young man’s photo on his Facebook page the next day.

Biryukov is part of a sea change in the way Ukrainians view their defense forces. Their newfound support for the troops may complicate things for Ukrainian President Petro Poroshenko, whose declaration of a unilateral cease-fire Friday as part of a broader peace plan is not universally popular. Many Ukrainians, particularly in the western half of the country, far from the battlefields, say that they do not think a truce will bring the peace they desire and that it will give the insurgents time to regroup.

Many Ukrainians say their army is finally making advances in its fight against pro-Russian militias and is gaining valuable combat experience as it begins to receive new equipment from a proliferation of volunteer groups. “I’m optimistic that the army is changing,” said Yuri Kasyanov, a coordinator for the volunteer group SOS Army, which has bought food and communication radios for the army. “It’s becoming better as Ukrainians are helping to directly finance it. It’s becoming a people’s army.”

Putin’s Actions in Ukraine Following Script by Russian General Staff a Year Ago

Staunton, June 18 – The strategy and tactics Vladimir Putin has been employing in Ukraine represent an amazingly precise implementation of ideas outlined and published by General Valery Gerasimov, the chief of the Russian General Staff more than a year ago, another indication that the Kremlin leader has not been acting extemporaneously in response to events.

That link is all the more important because it suggests that both the political and military leaderships of the Russian Federation have agreed upon this strategy, something that makes it more rather than less likely that the Kremlin will apply it elsewhere in the coming months and years.

At the end of January 2013, Gerasimov spoke the annual general meeting of the Russian Academy of Military Science on “The Role of the General Staff in the Organization of the Defense of the Country in Correspondence with the New Statute about the General Staff Confirmed by the President of the Russian Federation.”
