Housing and Urban Development Secretary Julian Castro violated a federal law against mixing official business with politics when he touted Hillary Clinton in an April interview with Yahoo's Katie Couric, the Office of Special Counsel said Monday.
Castro is a top surrogate for Clinton's presidential campaign and -- while not expected to be the choice -- is often mentioned on lists of vice presidential prospects.
He violated the Hatch Act, which prohibits federal workers acting in their official capacity from attempting to influence elections. In the Couric interview, he appeared with the official HUD seal, was introduced as the secretary and spent the first seven minutes focused on HUD programs before Couric turned to Clinton.
The Office of Special Counsel wrote: "Although he stated during the interview that he was 'taking off my HUD hat for a second and just speaking individually,' to indicate he was answering questions in his personal capacity, that disclaimer could not negate the fact that he was appearing in his official capacity for the rest of the interview, as the official HUD seal remained behind him and his political comments were bracketed by statements concerning official HUD policies and programs.

Hillary Clinton's lawyer told a federal judge Monday that the presumptive Democratic presidential nominee has already answered enough questions about her use of a private email server while serving as secretary of state.
If allowed, a videotaped sworn deposition by Clinton would likely become fodder for attack ads in the presidential race. Republican officials have said repeatedly they plan to hammer the issue of her emails through the November election.
Kendall told U.S. District Court Judge Emmet G. Sullivan that Clinton has previously testified under oath before the congressional committee investigating the 2012 Benghazi attacks and was interviewed for hours as part of the FBI's recently closed criminal investigation. Both times Clinton said her choice to use a private server located in the basement of her New York home was motivated by convenience, not any attempt to thwart potential public-records requests.
Kendall said further questioning would be "futile."

This complicates things for Donald Trump.Donald Trumps vice presidential nominee, Indiana Gov. Mike Pence (R), praised Hillary Clinton for her handling of the chaos in Libya during the early days of civil unrest there and encouraged the Obama administration to take aggressive action in the country.
The comments, which came during a House Foreign Affairs Committee hearing in March 2011, put Pence at odds with the man with whom he now shares a ticket. Though Trump initially called for the U.S. to help Libyan rebels oust the countrys long-ruling dictator, Muammar Gaddafi, he has since reversed course. During the campaign, he harshly criticized the invasion of Libya and the role that Clinton, as secretary of state, specifically played in it.
Her invasion of Libya handed the country over to ISIS, the barbarians, he said in a recent speech.
During the March 2011 hearing, Pence, then a congressman, offered Clinton pro forma niceties for her role during the Libya crisis. But he also went on to encourage and urge the administration to stand with the rebels, and called for a coordinated international response, including a no-fly zone. He added, emphatically, Gaddafi must go.

Hillary Clinton: U.S. is at "war" against "radical jihadist" groups
"Hillary Clinton said she views the battle against terrorism as a war against radical jihadist groups, in the aftermath of a Bastille Day attack in Nice, France.
In her first interview in the past eight years on Fox Newss OReilly Factor program, Clinton also called for an intelligence surge between the U.S. and its closest allies and strong, tough diplomacy.
We've got to do more to understand that this is a war against these terrorist groups, the radical jihadist groups, Clinton told OReilly.
Clinton responded after an attack that killed more than 80 people Thursday night after a truck filled with grenades and weapons plowed through throngs of people in the resort town.
As we take territory back from ISIS forces they will try to engage in other terrorist attacks, said Clinton.
She also called in to CNN with the same message."

A dwarf planet half the size of Britain has been found tumbling through space in the most distant reaches of the solar system.
The giant ball of rock and ice lies nine billion kilometres away on an orbit that swings far beyond the realm of Neptune, the most remote of the fully-fledged planets in our cosmic vicinity.
Astronomers first noticed the new world when it appeared as a bright spot moving slowly across a sequence of images taken in September 2015 by a telescope on Mauna Kea in Hawaii for the Outer Solar System Origins Survey (OSSOS).
It was really remarkable to see how bright this object was, said Michele Bannister, an astronomer on the team at the University of Victoria, Canada. Its far brighter than the objects we normally find.

Use of police robot to kill Dallas shooting suspect believed to be first in US history

For what experts are calling the first time in history, US police have used a robot in a show of lethal force. Early Friday morning, Dallas police used a bomb-disposal robot with an explosive device on its manipulator arm to kill a suspect after five police officers were murdered and seven others wounded.
We saw no other option but to use our bomb robot and place a device on its extension for it to detonate where the suspect was, Dallas police chief David Brown told reporters.
Peter Singer, a strategist and senior fellow at the New America Foundation who writes about the technology of warfare, said he believed this was a first. There may be some story that comes along, but Id think Id have heard of it, he said.
Others concurred. As far as I know, it appears to be the first intentional use of a lethally armed robot by the police in the United States, said Elizabeth Joh, law professor at the University of California at Davis.

Clinton Formally Backs Public Option In Bid For Sanders Supporters
"Hillary Clinton will formally reaffirm on Saturday her support for creating a public option within Obamacare and allowing people to enroll in Medicare at age 55, campaign aides have told The Huffington Post.
The presumptive Democratic presidential nominee will also call for a substantial increase in funding in medical clinics that serve low-income Americans.
While Clinton has long supported the creation of new government-run insurance options, and reiterated that support several times this year, this is the campaigns first formal endorsement of the idea.
Not coincidentally, it comes three days before she is scheduled to make her first joint campaign appearance with Sen. Bernie Sanders, (I-Vt.) ― who has championed government-run insurance and federally financed clinics throughout his career and during his own bid for the presidency."
