The Justice Department investigated as recently as this past summer the roles of a top fund-raiser for President Trump and a lawyer for his son-in-law, Jared Kushner, in a suspected scheme to offer a bribe in exchange for clemency for a tax crimes convict, according to two people familiar with the inquiry.
A federal judge in Washington unsealed heavily redacted court documents on Tuesday that disclosed the existence of the investigation into possible unregistered lobbying and bribery. The people said it concerned efforts by the lawyer for Mr. Kushner, Abbe Lowell, and the fund-raiser, Elliott Broidy, who pleaded guilty in October to a charge related to a different scheme to lobby the Trump administration.
The filings unsealed this week by Chief Judge Beryl A. Howell of the United States District Court for the District of Columbia, set off a flurry of intense speculation in Washington and theories involving high-profile convicts.

California health officials on Thursday announced details for a regional stay-at-home order that is triggered by ICU capacities as COVID-19 case rates and hospitalizations continue to rise.
California will be divided into five regions: Northern California, Bay Area, Greater Sacramento, San Joaquin Valley, and Southern California.
The order will be triggered in a region if ICU capacity drops below 15%, and the region will have 48 hours to adopt the new order.
Regions that fall under the stay-at-home order mandate will be on lockdown for at least three weeks.

Newsom said the Bay Area may enact the stay-at-home order by mid-to-late December.
*Enforcement will be left up to cities and if they refuse the state will withhold PPP funds.

Regional Stay Home Order:
The Regional Stay Home Order, announced December 3, will go into effect promptly in regions with less than 15% ICU availability. It prohibits private gatherings of any size, closes sector operations except for critical infrastructure and retail, and requires 100% masking and physical distancing in all others.
The order will remain in effect for at least 3 weeks and, after that period, will be lifted when a regions projected ICU capacity meets or exceeds 15%. This will be assessed on a weekly basis after the initial 3 week period. Learn more about this order.
The state released a map of five regions and their current ICU capacity, as well as projected dates when regions will fall below the 15 percent threshold. The regions are:
Northern California: Del Norte, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Shasta, Siskiyou, Tehama, Trinity
Bay Area: Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma

On Wednesday, the states Covid-19 dashboard indicated that 20,759 new cases had been reported over the past 24 hours. Thats nearly 2,500 more cases than the previous high of 18,350. Even worse, as testing numbers have generally trended upward, the states test positivity rate has skyrocketed, as well. (More tests usually mean a declining positivity rate.)
On Tuesday, the California Covid-19 dashboard indicated that, while the state had actually seen a decrease in infected ICU patients, the line tracing the number of hospitalizations was nearly straight up, with the state reporting a record 9,365 people hospitalized with the virus. On Monday, Los Angeles County Public Health Director Barbara Ferrer and Dr. Anthony Fauci both warned of a surge on top of a surge, meaning the countys already record number of cases would be joined by a wave of infections caused by Thanksgiving activities. We anticipate, said Newsom on Monday, given Thanksgiving gatherings, that we will see another surge in cases. Sources familiar with the discussions said late Tuesday that the plan reminiscent of an earlier crackdown during the spring evolved amid reports of a dramatic increase in infections and a spike in overcrowding at hospitals intensive care units.
The administration believes a blanket order may be forthcoming and likely would affect areas of the state representing most of areas of the state representing most of Californias population, sources said. The next few months of the Covid-19 pandemic will be among the most difficult in the public health history of this nation, Dr. Robert Redfield, the director of the Centers for Disease Control and Prevention, said Wednesday.
The reality is December and January and February are going to be rough times. I actually believe theyre going to be the most difficult in the public health history of this nation, largely because of the stress thats going to be put on our health-care system.
Redfield added that deaths caused by Covid-19 are already rising. He said the country is now in the range of reporting between 1,500 and 2,500 deaths everyday. The U.S. reported more than 1,500 deaths on Tuesday, according to data compiled by Johns Hopkins University. And Covid-19 hospitalizations stand at an all-time high 98,600 across the country, according to data from the Covid Tracking Project, which is run by journalists at The Atlantic. Epidemiologists, emergency room physicians and public health specialists have warned for weeks that the latest surge of the virus could prove to be the deadliest yet.
One factor that makes this virus so dangerous, Redfield said, is that it spreads largely through people who dont have symptoms, or spreads before patients develop symptoms. That makes it difficult to control what he called the silent epidemic without testing broadly throughout the population, including people without symptoms but who might have been exposed to the virus. The CDC is working on guidance for institutions and workplaces that will help them strategically deploy testing, he said.
