What is Rep. Joe Crowley doing in tonight's debate?

Instead of debating his primary challenger Alexandria Ocasio-Cortez this evening, he sent a surrogate to debate her. He also posted photos of himself in the arena earlier in the day. What in the world? Is this even allowed? I've never heard of such a thing before. This seem rather weird and strange to me.

"According to an indictment filed in the US District Court for the District of Columbia, Nicholas Bukoski "threatened to assault and murder" Sanders and Harris and made a threat "to injure participants in the 'March for Our Lives' demonstration."
