Texas charges prisoners 50% more for water as heat wave continues

The price of bottled water went up 50% in prison commissaries across Texas last month. The controversial move has two state agencies pointing the finger at each other as inmates struggle to endure an entrenched and deadly heatwave in facilities without air conditioning.

The state raised the price from $4.80 per case (24 bottles) to $7.20 per case on June 27. Commissary vendor Royal Pacific Tea Company requested to raise the prices in March even though it contract was incomplete. The prices were negotiated by the state comptroller's office and appear to be approved by the Texas Department of Criminal Justice.

“Wow, well that certainly sounds like price gouging doesn’t it?” said Michele Deitch, director of the Prison and Jail Innovation Lab at the University of Texas at Austin.

About two-thirds of Texas prisons lack air conditioning, and 271 deaths between 2001-2019 may have been caused by extreme heat days, according to a 2022 study published in the Journal of the American Medical Association.

‘Exhibitionist’ ex-pastor allegedly exposed self to 9-year-old at Pasco pool

A 76-year-old retired pastor is accused of exposing himself to a nine-year-old girl on July 21.

According to a Pasco County Sheriff’s Office arrest report, the victim and her family were at a community pool in Wesley Chapel. As the girl was swimming nearby the suspect, Allen Farabee, had exposed his genitals and placed it in his hand in front of her.

The victim explained she saw Farabee touching himself, and believed he exposed himself five times, according to the arrest report. She told deputies she felt uncomfortable due to Farabee’s constant staring.

During the investigation, Farabee was observed through surveillance footage putting goggles on and going underwater, facing the victim. The video showed the suspect going underwater at the same time as the young girl multiple times.

Police K-9 handler who released dog that attacked an unarmed Black man in Ohio has been fired, department says

The Circleville, Ohio, police officer who was seen on video releasing a police K-9 on an unarmed Black man has been fired, according to a statement from the department.

“Circleville Police Officer Ryan Speakman’s actions during the review of his canine apprehension of suspect Jadarrius Rose on July 4 show that Officer Speakman did not meet the standards and expectations we hold for our police officers,” the police department said in a statement. “Officer Speakman has been terminated from the department, effective immediately.”

Rose, 23, was bitten by the police dog on July 4 following a lengthy vehicle pursuit that began as officers attempted to pull over a commercial semi-truck police say failed to stop for an inspection, according to the highway patrol case report and footage released by the agency.

Mayor Don McIlroy on Monday identified the Circleville officer who deployed the dog as Speakman and told CNN he had been placed on paid administrative leave.
