Some Russian troops have been surrendering to Ukrainian forces "without a fight" as morale drops amid Russian President Vladimir Putin's invasion of Ukraine, a US senior defense official told reporters in a briefing on Tuesday.
The US official said that there has been evidence "of a certain risk averse behavior by the Russian military," in the last six days since Russia launched its attack on the eastern European country, CNN reported.
"You've seen it on the ground, where units are surrendering, sometimes without a fight," the official said, according to the news outlet.
The official said that many among Russia's military are young draftees who have never faced combat.

Kadyrov forces unit, which aimed to kill President of Ukraine Volodymyr Zelensky, was eliminated.
"We are already aware of the special operation that was to be carried out by Kadyrov forces unit. We received the information from representatives of Russias Federal Security Service who do not want to take part in this bloody war. The Kadyrov forces unit, which came to kill our President, was eliminated," Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov said on the air of Ukraine 24 TV channel, an Ukrinform correspondent reports.
He noted that the unit had been divided into two groups and was closely followed. According to him, one group came under fire in Hostomel, another group is at gunpoint.
"We will not give our President or our country to anyone. This is our land, get out of here," Danilov added.

Russian missiles and shells pounded Kyiv on Tuesday and also struck the site of Babyn Yar, where tens of thousands of Jews were massacred during the Holocaust.
Andriy Yermak, Chairman of the Ukrainian Presidential Office, said: "Russia has launched a missile attack on the territory where the Babyn Yar memorial complex is located. These villains are killing Holocaust victims for the second time."

At Babyn Yar (Babi Yar in Russian), some 33,771 Jews were recorded to have been systematically shot dead and buried in a ravine over a period of 48 hours on September 29-30, 1941. As many as 150,000 people Ukrainians, Roma, Soviets and the physically and mentally disabled were murdered by the Nazis over a longer period, making it Europes largest mass grave.
Blinken condemns Russia for killing civilians in Ukraine

US Secretary of State Antony Blinken condemned Russia on Tuesday for killing civilians in Ukraine, telling the United Nations Human Rights Council that Russian strikes "are hitting schools, hospitals and residential buildings."
"They are destroying critical infrastructure, which provides millions of people across Ukraine with drinking water, gas to keep them from freezing to death, and electricity. Civilian buses, cars, and even ambulances have been shelled. Russia is doing this every day -- across Ukraine," Blinken added.
The remarks by the top US diplomat come after Ukraine President Volodymyr Zelensky accused Russia of war crimes for bombing the city of Kharkiv.
Over the past two days, Russian attacks have hit civilians, suggesting a shift towards a far more aggressive bombing campaign. Earlier Russian attacks were more focused on military targets.

European Court of Human Rights tells Russia to stop military attacks in Ukraine

Today, the European Court of Human Rights has decided to indicate to the Government of Russia to
refrain from military attacks against civilians and civilian objects, including residential premises,
emergency vehicles and other specially protected civilian objects such as schools and hospitals, and
to ensure immediately the safety of the medical establishments, personnel and emergency vehicles
within the territory under attack or siege by Russian troops.
Under Rule 39 of the Rules of Court, the Court may indicate interim measures to any State Party to
the European Convention on Human Rights. Interim measures are urgent measures which, according
to the Courts well-established practice, apply only where there is an imminent risk of irreparable harm.

D.C. braces for possible protests around State of the Union address

The Secret Service and other federal and local authorities are preparing for possible demonstrations and disruptions ahead of President Bidens first State of the Union address at the Capitol on Tuesday night.
In addition to possible protests before or during the presidents annual address to Congress, people inspired by the self-styled Freedom Convoy that occupied downtown Ottawa for weeks are expected to converge in the region to decry coronavirus-related restrictions, although most might not arrive until later this week.
Heightened security measures were evident over the weekend when officials encircled the Capitol complex with temporary fencing previously installed after the Jan. 6 insurrection. The D.C. National Guard has been called upon for assistance, and on Monday busloads of about 100 police officers from New York City arrived to help. Police from Philadelphia are also in the District, and Baltimore officers are on standby, officials said.
At a news briefing, D.C. Police Chief Robert J. Contee III said that lawful First Amendment demonstrations would be welcome, but police would take action in the event of illegal activity. The possibility of caravans of truckers heading to the District has added to the security concerns, drawing in police agencies from Maryland and Virginia to monitor the Beltway.

Tass: Russian Defense Ministry warns about strikes being prepared on military sites in Kiev
MOSCOW, March 1. /TASS/. Russian forces will strike objects of the Security Service of Ukraine (SBU) and the 72nd Center for Information and Psychological Operations (PSO) in Kiev, Russian Defense Ministry warned Tuesday.
"In order to thwart informational attacks against Russia, [Russian forces] will strike technological objects of the SBU and the 72nd Main PSO Center in Kiev. We urge Ukrainian citizens involved by Ukrainian nationalists in provocations against Russia, as well as Kiev residents living near relay stations, to leave their homes," the Ministry said.

Russia says Meta, Google should be held accountable for 'inciting war' -Ifax
MOSCOW (Reuters) - Russia's Foreign Ministry on Tuesday said a system should be created to hold western tech giants, including Meta Platforms Inc and Alphabet's Google, responsible for what it called "inciting war", the Interfax news agency reported.
State communications Roskomnadzor also demanded that foreign internet services stop discriminating against Russian media in Europe.
Google and Meta are among internet companies facing possible punitive measures in Russia after failing to open local offices and take other measures required by a communications law.
