He can pardon Federal crimes. maybe not his own, but state is off limits unless he uses the same tactics going after the states AG's. They all can be held accountable for their crimes in state courts, even him. With his Supreme Court Justices , and especially control over Gorsuch, he could try taking it higher , but i think the outcry would be so great he'd easily lose. My opinion. And especially if he's tampered with them, or make implications to them for their loyalty, or using threats.
