Dunno why Mueller would include language like that in his paperwork. Seems to be working against the thrust of the investigation

No need to say whoever the contacts were acted as unwitting agents

They aren’t part of the indictment. Why would he specify at this point whether they’re witting or not.

That would make for a problem if he ends up seeking one against them
