they were acting as agents of a foreign power.

'Course, stupidity and/or ignorance is not an excuse in a criminal case...but it does leave open an escape hatch for those who wish to desert the sinking ship. I think Mueller is extending a welcoming hand to anyone who might suddenly feel the need to testify.
