32. John M. Browning made a semi-auto rifle out of a lever action

in the 1800's. With today's technology, there's no way to "no way to make them full auto". Any engineer worth his salt can take a tube and a handful of parts and make a full auto submachine gun. It's just that it is illegal to do so, and a law abiding citizen won't do that. It's the criminals we need to control.
