The DOJ has had a policy since the year 2000 that the active President cannot be prosecuted while he is in office, and I don't see management of this DOJ changing that opinion anytime soon. If he cannot be prosecuted, then he cannot be charged with a crime, and Mueller cannot just send out the cops to arrest him and make him appear.

In any case, to force Trump's appearance, Mueller will have to bring a case through the court system, which could take years. Mueller will have to decide if he wants to fight this for that long, and if interviewing Trump is absolutely necessary to advance his cases. Trump can always exercise his 5th amendment rights and decline to say anything as well.
