70. The economic conditions of this country are probably really bad...

which causes people to look for ways to earn money. Some of the answer to ridding the world of poachers is to create economic success so people don't have look to these types of illegal activities to try to make money. Other - better - opportunities will be available.

Honestly I'm not that upset about this but also recognize the poor economy that leads people to do some of these things.
