that cater parties, things like that. He probably had a "campaign event" (by the sounds of it he claimed everything as a "campaign event" ) and paid for it with campaign funds. I'm not saying that's what did happen, just that it's a possibility, and the price would be about right. 
I had a friend who did that for an engagement party.
