Since the KKK is a terrorist organisation, nobody using hand signals suggesting they are a member should be allowed to serve in law enforcement.
The problem with trying to "reclaim" the symbol is that nobody will know that's what you're doing. And meanwhile we need to be able to actually tell when someone who is using it has a racist intent.
While groups that have racists or sexist terms applied against them have tried to "reclaim" those terms in order to take the sting out of them, I'm not aware of the same thing happening with terms or symbols used to identify membership in a racist or terrorist organisation.
The swastika is a thousand year old Buddhist symbol but nobody is suggesting flying a Nazi flag outside your house or painting one on your garage in order to "reclaim" the symbol.
