Knowing he was a Yale legacy meant he could party to his heart's content and still be admitted. Most of us would be at home studying like crazy every night and participating in school activities very different from Kavanaugh's extra-curricular activities if we knew we had to be good enough to qualify for a Yale admission.

So, no legal consequences, no scholastic consequences, and (because of his privileged background) no financial consequences (no part-time job needed to finance his alcohol, gambling, or drug habits, if any). He would hopefully have been a much better person had he ever had serious consequences in his life.
