74. Not to be totally obvious, but...what was the first clue here?

Unfortunately, there is no law against this...until it erupts. Same is true with all kinds of abuse...not illegal until physically acted upon. After which, often times, it is too late. Put differently, there is no law against insanity...just the illegal acting out of it.
