Locally, it means to them that if there is anything they want or need, they know who to go to ask for it. They don't want a government that is fair to all, because it means that it will stop them from getting something the easy way. Just by asking for it. And all they have to do to get it is to lend their support to someone else who is doing the same thing. Crapping in their own wells.
