that anyone currently 55 or over would not be affected by his plan. They would be grandfathered in to the current Medicare plan. That's where the "55" thing comes from.

Of course, they leave out/skip over the other part of their plan that would repeal the ACA, thus ending the move to close the donut hole in Medicare Part D and raise drug prices for seniors. There are other problems, too, like how the vouchers would certainly NOT cover all the costs involved and would end up costing seniors more and further erode care and services.
