If she is asking why China and other countries who are also trying to influence our elections, are not investigated with the same vigor as Russia, then she has a point. If she is saying that Russia should not be a focus of scrutiny then she is out to lunch. Without proper context it is hard to say.

Ultimately, Russia is being looked at in 2016 because they appear by all evidence to have had willing partners from within the GOP and the Green Party who helped them influence the election.
