Because of it being audio only it hasn't been confirmed, but it sure sounds like him.

At Bain, Romney Shopped For a Factory in China Where Young Women Worked Behind Barbed Wire for a Pittance.

It features Mitt Romney at some sort of fundraiser or event admitting that he outsourced jobs to China and used Chinese slave labor (colloquially-speaking) during his tenure at Bain Capital, and managing to rationalize it in the process:
