4. Good thought, but not going to help those of us in states with Republican Supreme Courts.

Reason: in cases of divided government (such as Wisconsin which has a Democratic Governor but Republican state legislature) new maps will be drawn by...guess who... the state Supreme Court. And the current Wisconsin Supreme Court has a 5-2 Republican majority, thanks to Wisconsin Democrats' unwillingness to get off their asses and vote in spring elections.
