What do rules or laws mean if there is never any penalty for violating them?

He does literally get away with everything. And of course the Republicans are explicitly complicit with all it.

Even the Democrats in the House seem to be as effective as an attack dog with not teeth. Lots of barking and even a little gumming, but nothing really changes. Subpoenas -- HA HA!

And now the new dear leader is putting his thumb into the eye of the supreme court.

I don't understand how this is allowed to happen. I don't think this will end well.
