According to this timeline, Dump first made contacts with Russians in 1986 and made his first trip to the USSR in 1987.
Russians started buying up Dump's properties in the U.S. in the 2000s (or before) after they had had some time in the 1990s/2000s to accumulate fortunes in the new Russian kleptocracy.
It's probably a given that (KGB agent) Putin wanted to know all about this Dump guy in the U.S. that his oligarch buddies were dealing with. He very well may have used those oligarchs and Russian intelligence to spy on Dump for years/decades. There could be all kinds of nasty stuff.

I think it has to do with the fact that Trump is heavily in debt to Russia.
