3. It's attempted extortion.

If I try to rob a bank, but leave without getting any money, I'd still be guilty of attempted robbery.

If you try to bribe a police officer to get out of a traffic ticket, it's still a crime even if the officer doesn't take the bribe.

If a boss threatens to withhold a promotion unless his subordinate performs sexual favors, it's still sexual harassment even if the subordinate rejects him and ends up getting the promotion.

There are many other examples that could illustrate the point.
