7. Is it not possible to impeach someone already out of office? I ask b/c the punishment can include

prohibiting ever holding further federal office, if I'm not mistaken. If resignation makes impeachment impossible, then that penalty would be impossible to enact, if the about-to-be-impeached party simply resigned once the writing was on the wall.
