They can't debate more than one amendment at a time, and nadler kicked off the discussion with an amendment (expanding the J. to John in the articles).
That essentially locked up the debate to discussing the open proposed amendment. So they say something innocuous like make a motion "to strike the last word" of the existing open amendment, which can then be debated.
At some point, nadler will move to end debate on the amendment, take a vote, and then move to end amendments and move to a vote on the existing articles (as not amended).
Parliamentary, but still allows debate without allowing changes or taking messy votes on every whacko idea.
