He has that card safely in his back pocket, and can use it at any time before his term of office is up, either next January or under threat of being removed from office. He can use it at any moment of his choosing.
I think he will. Remember, he could resign after he loses the 2020 election and still benefit from that pardon. Hell, he could resign on January 19, 2021 and Pence could pardon him within minutes of taking his place. And there's not a damned thing any of us could do about it. Trump knows that. Pence knows that. Everyone knows that.
He can play that card any time. It is the ultimate Joker in the deck.
