Each local ward (parish) has A bishop that serves for 3-5 years (rarely more). They go through no training out side of being ordained with the lay priesthood - which all men in the church usually have. About 5% of Mormon men will ever be Bishops.

Source - life long LDS family with a Dad that was a Bishop.
