Could be seen to be - swaying voters on Super Tuesday to think of Joe as:

1. “The presumptive nominee..”. (There really isn’t one yet. No candidate has yet demonstrated a path to the nomination before the convention).

Or

2. “... former vice president Joe Biden’s fortunes are rising in the 2020 Democratic presidential primary....

Johnson sent the letter one day after Joe Biden was announced the winner of the South Carolina Democratic primary, a victory that has resurrected his campaign and shaken up the race for the 2020 nomination. “ - The entire focus of those sentences is clearly about the Primary race, not about the investigation of Biden.

My take is that this article is more about the primary candidate Joe Biden, and should properly be in the primary forums.

You asked, that’s my answer. I could be wrong. It’s too early in the morning for me- no coffee yet.
