Well, except that you can't buy aloe vera gel or alcohol anywhere either. I've searched everywhere online and checked store inventories. Everyone is out.

No need to use those with antibacterials, which tend to be more drying. Regular soap is fine

I suspect some who bought up lots of hand sanitizer and TP, had dreams of black market profiteering

Just get soap and wash your hands a lot. Take a bar of soap with you in a plastic bag if you have to

If you can find aloe vera gel you can make your own with rubbing alcohol or high proof booze
