Taiwan (24 million people) FIVE deaths and they were hit right near the start of the whole thing.

Germany (84 million people) 1444 deaths

If Taiwan was Germany's size population-wise, that equals 17 or 18 deaths (17.5)

The death rate per case is lower in Taiwan too, but with so few cases and deaths in Taiwan that is not that great of a comparison.

The WHO Ignores Taiwan. The World Pays the Price. (Taiwan has 24 million people, and only 5 deaths)
