12. OK, I think that's a problem with the system being overwhelmed.

It doesn't mean one does not qualify. It means they are having trouble getting the system to work for them because it is overburdened. That has been a problem in many states including here in Nevada. And I understand that a lot of people need that money right away so it's a big hassle for them. But if they qualify on paper they need to keep trying and hopefully eventfully they will get through. That's about all they can do right now.
