20. You would need to hire life guards, security , and others who would be put at risk

and if anything happens medical personnel would be called and it takes resources and increases contact for everyone.

One reason LA closed the beaches is because people were not following social distancing guidelines.

The people who are going to the beaches are not necessarily the right wing types but mostly people who just want to go to the beach . They agree with the need to social distance and they aren't demanding everything open up but they see the beach as helping with social distancing but mostly they just want to hang out at the beach.

They don't realize the things i mention at the top about the need to hire life guards and others which will increase contact for these people.
