Obviously, this is signaling to the base. It is not dumb. Everybody else is wearing one around him.

"Look Martha, that devout man thar is washed in Jesus' blood and he ain't wearin' no mask! I toldja!"

Why they want them to resist, get infected and die is another matter all together. It could be as simple as having guinea pigs die for the economy, or something deeper.

I never consider these shrewd foxes dumb because they are good at raiding the hen house.
