8. Yes, the Postal Service will bill Congress, but Congress will refuse to pay, as it does every year.

The Postal Service tracks this usage and lists it as Revenue Foregone.

Other examples of Revenue Foregone is discounts for non-profits, libraries, Matter for the Blind, military mail, Franked mail, etc.

The Postal Service is required by law to observe these discounts, and in theory the Congress is supposed to pay them back.

But every year, the Congress will pass a bill denying the payment.

If the Postal service was paid all the fees and services owed to it by the Federal government, they would be in good shape.
