where the local library is often the only affordable internet (I'm related to one). Others may have to decide between high speed enough access to get ebooks from their libraries or pay for groceries, transportation, etc.

I love the libraries' electronic services (yep, plural: in addition to my local city library I have a card from the San Francisco system that lets me access their more extensive electronic collection) and use them regularly. But I have the resources to do so, which not everyone does.
