You can only perjure yourself if you, you know, lie. I have a feeling that what this is, is Barr/Trump pulling out some internal document that outlines something typical and/or routine for law enforcement personnel and presenting it as a sign of something more nefarious (presented entirely outside of context), which the average person not connected to law enforcement wouldn't be able to recognize as typical and/or routine or harmless.
