If you're talking about COVID 19, he's promising them way earlier than it is possible to deliver them (weeks/months).

They are taking shortcuts that will not necessarily result in a safe and effective virus. New vaccines generally take years to develop and manufacture enough for the general market. They are talking about shrinking that to perhaps as short as a year - significantly shorter than is typical.
