13. For Trump's entire life the magical declarations have worked

He believed he could simply declare the pandemic to be a nothingburger, and so it would be. He has repeatedly been punked by the numbers though doing the thing he declared they wouldn't do. He obviously thinks the rate of the day is the new normal and that it's still at a level he can expect to hide, not understanding that it will keep accelerating. He still doesn't understand how bad it can really get. He thinks the brakes have been applied and that it's finally working for him; he doesn't understand that his grand reopening will just take that foot off of the brake and resume the death spiral.
