First it was Hispanics, with the claim that they were criminals for seeking asylum. As criminals, they could be dehumanized, put in cages, their children taken from them. Since he got away with that with minor protests, he feels free to target anyone else.
Actually, though, Hispanics were not the first. Soon as he was sworn in, he went after Muslim immigrants. Then journalists who did not agree with him, or who asked questions he did not like. Then it was Hispanics.
But he does not have a strong ideology like Hitler had. He has no ideology, except to hold power and make money. He derives his political power from RW extremists and racists, shares their views, and will threaten and act against anyone who challenges him or displeases him, but has no overall program about minorities.
He rewards people like Stephen Miller, and formerly, Bannon, and promotes the things they suggest. He favors Republicans in Congress and R governors who pass legislation and use executive orders to suppress minority and progressive votes, and who promote legislation and judicial decisions that favor the wealthy and harm minorities.
But he does not have an organized, coherent overall plan for cleansing the nation of people he despises. Not yet, anyway. He takes turns at attacking them. However, I believe that would change if he maintains power in November. If that happens, I would expect him to appoint someone to develop an ethnic/racial cleansing program for him.
