The evil 1/3 will help him do that while 1/3 stand by hoping the will be spared if they stay quiet. Then the quiet 1/3 will dwindle as they cannot be trusted due to their not having any real loyalties.

That will leave the 1/3 and what remains of the quiet 1/3 that crossed over to the evil 1/3 side. They will all now have to support and cater to the ruling class because that is what their lot in life will have become.

Folks, we are not that far away. You have no idea as to the extent of damage the evil 1/3 can do, especially with a maniacal leader who sanctions every evil action they take and a justice system that essentially gives them a green light.

My German grandmother (lived through both world wars) told me plenty of stories about the nightmares she endured, including the death of my grandfather for the capital offense of calling out corruption.
