before Congress would take it up.

The citizens should be able to choose their own status, of course, but they are American citizens, and what happens to the ones who want to stay American citizens if there's independence? Will they still be American citizens?

Fortunately, there's not as complicated an issue with DC, which is designated "federal," but obviously has become much more than that, with hundreds of thousands of permanent residents who have citizenship but no representation in Congress.
