11. I don't think training is the issue

They're properly trained, but you can't train racism of cops and you can't train cops who have the propensity to abuse people to stop doing it. That's why many of these guys became cops.

We have to eliminate this culture from policing - starting with changing hiring and screening practices. For example, requiring a nationwide database that keeps track of police brutality incidents and discipline so that a cop who's disciplined or fired for brutality can't just go to another town or state and get a job with no questions asked. And punish cops who look the other way and reward those who try to keep their fellow officers honest, including eliminating the culture of the "thin blue line."
