2. the word has such a (deservedly) pejorative connotation....

that it is difficult to employ it in an academic sense, without the pejorative connotation attaching to it. Much like "communist", nobody wants to use it and risk it being seen solely as pejorative.

Personally, I have no such compunctions, and use the term freely to describe our current regime. I truly hope that history will follow my example.
