If the deadline is the day of or before the election, you can't get the final tally in that night or every in the next few days.

PA expanded its mail in voting for the primary this year and the number of Ds who voted by mail was much greater than Rs, and the "normal" returns we are used to that come in a few hours after polls closed showed that 45 had more votes than Biden and Bernie had total - when all of the mail votes were counted and the final tally came in a a few days later, Biden and Bernie had a good bit more votes than 45.
