You're qualified to nominate him.

University professors, professors emeriti and associate professors of history, social sciences, law, philosophy, theology, and religion; university rectors and university directors (or their equivalents); directors of peace research institutes and foreign policy institutes are all qualified to make nominations.

After reflecting a bit, I'm guessing Dr. Harry Edwards is planning to market the idea to win support before he actually sends the nomination letter, which may prove to be a brilliant plan.
