As someone who was a manager/director of professionals; what you say is mostly true, but highly talented subordinates will take internal transfers to move from a mediocre to a star manager.
I've seen it happen many times.
Department turnover is high enough to stand out.
So, mediocre managers are successful only for a few years. Then, they become another person that works there.
