5. Are they truly a mediocre manager, then?

A manager, by definition, is someone who manages people, projects, and resources. A manager who is capable of getting talented people to produce quality products consistently over time is a good manager. A manager who is afraid of hiring people that will outshine him (or worse, takes credit for their work while giving them none) will see people leave. Steve Jobs was not a terribly nice person, but he was very good at bringing out the best in the people that worked for him.
